Mr. Roohi Toosi, PE, as Rubicon’s Vice President and Senior Project Manager, provides high-level engineering and consulting services to Rubicon’s clients. His background in petroleum engineering has equipped him with a broader knowledge of porous media and tools to solve subsurface complex issues. Mr. Toosi joined Rubicon by developing EXCAVATOR, a software for mapping the required excavation for soil remediation. Over the course of his career, Mr. Toosi has conducted and managed projects for utilities, school districts, municipalities, private developers, farmers, water districts, and larger consulting firms. He developed a groundwater model for Palo Verde Irrigation District (PVID), which persuaded the Colorado River Regional Water Quality Control Board to issue a no-further-action letter for the PVID site. Mr. Toosi also managed a rushed Phase II ESA for the City of Alhambra, which led to closure of the site and complying with the LA Water Board’s orders. Mr. Toosi is also the project manager for the Los Angeles Community College District. Aside from his technical expertise, Mr. Toosi develops strategies to expand Rubicon’s existing clientele, and enter new markets. Since 2019, he has secured major contracts for Rubicon with Southern California Edison, Los Angeles Community College District, Elsinore Valley Municipal Water District, Vandenberg Airforce Base, Caltrans District 7, Los Angeles County Department of Public Works , and other private entities.
